This study on impact of Teacher-pupil ratio in Teaching-Learning process in primary school was conducted under the general theme of ‘’Education For All or Enrolment For All’’. The main objective of this study is to investigate and find out the extent to which the increase number of pupils in class has been learning process in primary school and quality of teaching-learning process after the health enrolment in primary schools in Temeke district. This study employed both qualitative and quantitative research approaches with interview, observation, documentation and checklist. The sample is strategic. It comprises 30 respondents in Temeke District. In conclusion Temeke District effecting is far away from the National targets of 1:40 teacher pupil ratio by the end of PEDP in 2006. With a Net enrolment of 80% the government need to be vigilant with the prevailing situation around primary schools otherwise school will end up with increased enrolment For All but not Quality for all. It is recommended that, the government should allocate enough funds in educational budget in order to facilitate the MoEVT to train and recruit more teachers. Also, the district should be given the mandate to employ qualified primary teachers for public schools whenever there is a need.en_US
