Abstract
This study aimed at investigating the factors affecting OPRAS implementation in Tanzania the case of Ministry of Information, Youth, Culture and Sports. The general objective of the study was to investigate the factors affecting OPRAS effective implementation in central government especially in the Ministry of Information, Youth, Culture and Sports. Specifically the study investigated the financial, social and political factors that affect OPRAS effective implementation. The study employed a case study strategy with interviews aid as the main data collection methods. This study used qualitative approach and the data were analyzed through content analysis with the assistance of SPSS.The findings revealed that OPRAS implementation in Tanzania faced numerous problems like knowledge, rewards or motivation, commitment and support from top management, political will, budget constraints and priorities on activities to perform. The identified problems make inefficient implementation of the system. It was recommended that to introduce changes in management, leaders should be committed and support PSRP. Also employees should be motivated where necessary, the issue of customalizing OPRAS to all professions was noted out and also there is a need of true decentralization of performance appraisal system.
