Abstract
This study assessed the factors affecting the implementation of Open Performance Appraisal System (OPRAS) practices in local governments using Kinondoni municipal council in Dar-es-salaam, Tanzania as a case. The study investigated the factors affecting OPRAS practices, Employee perception on Performance Appraisal practices and the reasons behind the employees not willingness to be assessed by using OPRAS. Using an exploratory research approach, the study collected primary data using questionnaires that involved a sample of 60 employees drawn from different departments of Kinondoni Municipal Council. Purposive random sampling was employed to select the respondents. Data entry was done through coding with the help of the Statistical Package for Social Sciences (SPSS). The data were then presented in the form of tables and percentages which were subjected to content analysis. The study findings show that factors affecting the successful implementation of (OPRAS) in local governments include financial problems, lack of knowledge and training, lack of top management support and lack of tools. Generally, the study found that the implementation of OPRAS in the local government was ineffective as it lacks feedback, it is also dogged by insufficient resources and is not regarded as bases for employee promotion. Therefore, the study recommended for the management of local governments to take into account factors affecting OPRAS, change the employees attitude towards OPRAS as the sanctioned performance appraisal evaluation tool, in addition to changing the operational environmental organisation so as to facilitate the implementation of OPRAS in the Municipal councils.
