An assessment on effectiveness of logical framework approach in strategic urban planning: the case of sustainable cities programme in Tanzania

Abstract
Although, research has been done on assessment of effectiveness of LFA, none of the review had tried to bring link between LFA and SUP. There is a shortage of practical and academic literature that link LI’A and SUP, also there are no studies that address the knowledge gap of integrating LFA in SUP projects. Thus, research aimed at assessing and evaluating effectiveness of log frame for project management in Sustainable Cities Programme in Tanzania as a Case. Data collections through survey from randomly selected SCP City/municipal were made. A total of 34 valid replied were received representing a response rate of about 63%. Out of which are 4 Project Coordinators, 4 Consultants in project management, 6 donors and 20 Working group Coordinators. The research revealed that the problem is not the tool itself. Hence neither the modeling of LFA nor making it legal will by themselves be enough to ensure effective LFA for SUP in Tanzania. Its application is very far away due to lack of adequate training, monitoring and follow up. Other factors included inadequate technical assistance to the working groups; particularly during project formulation/preparation; inadequate support from key stakeholders. Also lack of established system for regularly monitoring and lack of systematic update project progress were factors identified to the study. The researcher recommended that, more time should be used to training people on LFA so that project implementation can be easy and in shorter time.
