Kongwa District in Dodoma Region became a district in 1995 with only one secondary school established before it became a district. By 2010, a total of twenty-seven secondary schools were established in the district. However, the performances of students in the secondary schools in the district were poor. This study was conducted in four community-owned secondary schools which had students graduating from form four for at least two times. The aim was to investigate the factors affecting the performance of secondary school students and make observations on access and equity to secondary education in the district. Primary data were collected through interviews carried out among students, ex-students, parents, guardians, and school teachers from four community-owned secondary schools and their corresponding villages and officials at village, ward, district and ministry levels. Secondary data were extracted from school records, official documents and ministry website where national examination results were posted. Findings from the study show that the performance of secondary school students in the district is poor and recommendations are made to change the situation.en_US
