dc.description.abstractThe purpose of the study was to engage the community of Pugu to investigate solutions to the problem of the infrastructure (scarcity of water) to people and special attention was on students with special needs. Specific objectives included: Examining the problem of scarcity of clean and safe water on causes and effects, assessment of the measures taken by the community to solve the problem and examining the capacity of Pugu community to solve the problem of scarcity of clean and safe water. Respondents were 150 and research methods such as interview, observation and documentary review analysis were employed during data collection. Research instruments used included: interview questions, questionnaires, observation, documentary review schedules and participatory tools. The open-coding technique was used to analyse colleted data. Findings indicate that scarcity of water at Pugu community was due to the increase in population, expansion of the city, destruction of sources of water and water c atchments. Others were nature of the soils and failure of the government organizations to properly plan the city as well as well as interpretation of the water policies. Findings also indicate that these causes resulted into students’ wastage of time in fetching water at a distant whereby those with special needs failed to do so and hence were unable to get enough water. In this regard, students missed several periods a situation which also perhaps negatively affected their learning and performance in the national examinations. Findings also revealed that students with special needs were unable to take baths and to wash clothes due to scarcity of water a situation which caused them to have inferiority complexes and hence some of them decided to be truants and others dropped from the school. Yet findings indicate that measures such as construction of shallow water wells, conservation of water sources and catchments and harvesting rain water had to be taken to minimize the problem. These efforts had proved not fruitful and they had to build five deep water wells to solve the problem. Since they were not able to meet the costs of construction of five deep water wells, a proposal was written and disseminated to different organizations for help. The following actions are recommended: Provision of a water tank, improve water infrastructures and subsidize water costs to students with special needs to ensure availability of clean and safe water all the time. Further studies should be done following the priority as suggested b y t he c ommunity and on how such students could effectively utilize 1 earning facilities and buildings and teachers competences. The impact of scarcity of clean and safe water on performances in national examinations for both students with and without special needs be studied in detail.en_US
