dc.description.abstractThe study intended to provide information pertaining to effectiveness of the Morogoro municipal (animals' in urban areas) by-laws. It was carried out in Kichangani, Boma and Sabasaba wards. It focused on, identifying the socio-economic characteristics of urban livestock keepers of the Morogoro Municipality. It set to find out the attitude of those livestock keepers towards the by-laws. It examined the influence of by-laws on the locations of livestock enterprises and finally by making content analysis of the current animals' by-laws. The study found that, socio-economic characteristics of urban livestock keepers do not have influence on their knowledge of the existing by-laws. The activity is carried out in all surveyed wards. Keeping livestock on free range is an offence in the Municipality. That notwithstanding, some of urban livestock keepers do practice free range grazing. There is positive attitude of urban livestock keepers towards the by-laws. The study further found that, most of the urban livestock keepers shifted some of their livestock to peri-urban zones. Legal process of enforcing the by-laws seemed to be poor. Implementers were among the keepers who ignore the by-laws. The study recommended that, in order to have effective municipal animals' by-laws, there is a need to focus on the enforcement strategies and reviewing the current by laws in a participatory approach. There is also a need for integrating environmental management act of 2004 to ensure successful management of urban livestock keeping and the environment.en_US
