Social security contribution evasion causes and remedies, a case study of NSSF Tanzania.

dc.description.abstract | This study examines the causes of social security contribution evasion with the National Social Security Fund (NSSF) as the cause study. The study analyses laws that govern the establishment and operation of modern statutory social security system, and the economic development trend of Tanzania. The assumptions were that; laws governing modern statutory social security should be akin to the social economic condition of the society, and, the unfavourable economic growth that lead to the decline of real income, rises the need for contribution evasion. Data was collected through questionnaires interviews and documentary analysis. Findings suggest that, the establishing and governing laws were not akin to the social economic conditions and needs of Tanzanians. Also Tanzania has been experiencing unfavourable economic development growth (1970s-to date), with negative effects on real income of individuals. The two were seen as the main reasons for contribution evasion. In order to alleviate the situation, the study put forward recommendations into two levels. First to the NSSF management it is recommended that, they involve mass participation in formulating the organizational policy, types of benefits and of its delivery system. Second to the state, it is recommended that, NSSF Act should be amended to be akin to the social economic condition and needs of Tanzania society. It is also recommended that state should formulate a watchdog organization to foresee the performance of NSSF and other social security organizations as well as economic policies that are geared into stabilizing and rise individual real wages. | en_US |
