Exploration of issues in financing public primary schools in Tanzania: the case of selected schools in Dar es salaam region

Abstract
The study explore critical issues apparent financing public primary schools. That is financial procedures used in utilizing school funds, resources of funds for recurrent expenditures, fiscal records mechanisms, fiscal management and expertise in primary schools and state holders` involvement in financial decision making. It was imperative to do study identify the way school finances are managed and provide information and insight into which school finances are being utilized. Six school were involved in three municipalities in Dar es salaam Region and data were collected through documentary reviews, interviews and questionnaires. It was revealed that a whole school plan was difficult incident. Thus, inconsistence and mistakes in records keeping was apparent in schools. As a consequence the expertise and skills to manage the skills to manage the school finances were lacking. It was also exposed that stakeholders were not full involved in financial decision making. Accordingly, it was conducted that regular and timely disbursement for funds, appropriate utilization and proper record keeping were important for smooth running of schools. Finally, the study recommends the government guarantee convenient disbursement, effective training and full participation of stakeholders in schools. Further studies can be done examine effectiveness of funding, investigate description in funding and also replicate this study with largely sample and area.
