dc.description.abstractsertion on presence of dependence of government agencies to their parent ministries, this study examines the reasons for endless dependence of Tanzania’s government agencies on their parent ministries. It emanates from the fact that there has been no improvement in service delivery despite establishment of special purpose agencies. Many studies reveal that the agencies are inefficient due to among others, the influence from their parent ministries. However, none of such studies state why this dependence is unavoidable or cannot be eliminated. Therefore, the study specifically confirms the asand assesses the essence of such dependence as a way towards solving the agencies’ inefficiency problem. It looks on how satisfactory is an institutional setup of the agencies, their structural and operational nature and if their governance portray the attributes of independent agencies. The study shows that there is very little or no problems associated with the institutional set up of the agencies. While it shows that there is a problem associated with structural and operational set up of the agencies through inherited manpower from transformed government departments; it concludes that the main reason for the continued dependence is non-demonstration of attributes commonly referred as attributes of independent agencies.en_US
