dc.description.abstractThe public procurement system is experiencing cost increase and variations resulting from corruption, poor specifications etc. (Mwaigonela, 2007). This study assesses identified cost influencing factors to explore their degree of influence to procurement cost and explains how value for money is impeded. The study used both probability and non-probability sampling. From the Ministry of Education’s database, 40 institutions were randomly selected out of which 120 questionnaires were purposively distributed under a cross-sectional survey and other researches with similar findings generated secondary information. Multiple regression model was used in data analysis through SPSS software version 13. Descriptive findings from the study indicate some problems related to non-professionalism in procurement practice, delays, corruption, lack of procurement policy and poor procurement decisions. Model findings reveal a positive relationship between costs of corruption, specifications, documentations, emergency orders etc., and procurement cost, but corruption is a leading predictor than other factors. It is concluded that value for money is not achieved because of existing cost increase in the procurement system; meanwhile the policy does not fully address the problem. Based on the findings, the study recommends that government should increase efforts towards procurement policy and laws reformulation. Training on laws, standardization, and variety reduction should be a major emphasis in procurementen_US
