dc.description.abstractThe main objective of this study was to analyse the factors affecting the performance of Procurement and buying divisions in Tanzania, the researcher “opted to undertake the study regarding this important topic in order to identify the existing factors which negativity affect the performance of the procurement and buying division. The study was a case study undertaken al Vice President’s Office in Dar es Salaam whereby all necessary data regarding the factors affecting the performance of the procurement anti buying division were explored from the selected sample in Procurement and buying division, and departments which are either directly i)r indirectly involved in the procurement processes. The researcher selected VPO a leading second office after State House in Tanzania to be the area of the study believing that the findings of the study can be used by other institutions in similar industry. Both purposive and random samplings were used to obtain the required information by either using the questionnaires, interviews and/or participative observations. The data collected were analysed and presented in tables. It is recommended that public and private organizations especially VPO establish PMU as per PPA requirements, the position of the procurement activities must be at the departmental or directorate level so as to ease decision and reduce time taken to accomplish procurement process and training of the public servants on how to work for Public than for personal interests. The VPO must establish a mechanism to ensure that the procurement activities are conducted according to the Public Procurement. Act No. 21 of 2004 and its regulations, 2005 in order to ensure that value for money is achieved. Besides, the procurement specialists should keep on continuous learning in order to be up to date of what is taking place particularly in the area of procurement so as to increase efficiency and effectiveness.en_US
