Abstract
The study analysed the factors affecting the realization of the quality education in Community Secondary Schools in Bagamoyo district. The study analysed the views of teachers, parents and students in their understanding of the quality of education, factors that hinder its provision and various measures that could be taken to improve the quality of education. The study was qualitative which used multiple data collection methods; such as face to face semi structured interviews with, open-ended questionnaires, focus group discussion and documentary analysis. The study revealed that parents, secondary school teachers and students declared that quality education was an important aspect in attaining a higher level of social and economic development. They clarified that quality education was the kind of education, which was provided to students by the qualified and motivated teachers, with adequate teaching and learning facilities. However, its realization was much affected by poor teaching and learning facilities, political propaganda and poor cooperation between the community members and schools. The findings revealed several courses of action, to improve quality. Firstly, the government would increase its budget to community secondary schools so as boost resources and curtail drop-outs. Secondly, refrain from political interference in education decisions. Thirdly, strengthened education boards to make educational decisions, and deal with problems and challenges. Fourth, stable and strong curriculum could be re-engineered to make it more responsive to the plight of rural areas. There would also be enough competent teachers in all subjects, especially science subjects. Finally, parents and teachers would cooperate to improve the working conditions of schools and teachers.
