Case study: Ngorongoro crater and Serengeti National Park

As this paper is introductory to two subsequent contributions the same subject, namely Mr. Parkipuny's on the Masai point of view and Prof. Makalu’s on the legal aspects I will first present background information applicable to all aspects of the problem, ecological ethnological and historical, before expressing some views/ on the subject gained from my long experience of the area. I first walked across the Crater as a young District Officer in 1934 served as the first Conservator from I96I-I963 and then as a member of the Ngorongoro Conservation Area Authority Board from 1980 to 1988.
