Abstract
In nearly countries, municipalities own and control substantial amount of public assets. The public assets go far beyond what is needed for public functions and services. Although municipal governments generally attend with greater or less experience to the day -operational need of their assets, few municipalities think of their assets. This study aimed to make assessment of the efficiency in management of public assets in Municipal Councils a case of Kinondoni Municipal Council. The study was based on review of the practical experience, academic papers. The main objective of this study was to make an measurement on whether the public assets are effectively managed in municipal councils. The research was carried through in-depth interview with Municipal officials and questionnaire to experts, the general public and Kinondoni official’s secondary data from various publications such as working papers, journals, reports and articles were also used in the study. The finding of the study indicated that generally the Municipal council does not manage efficiently the public assets. This was justified by the fact that the municipal does not have assets register, guidelines on fixed assets management, qualified key skills to manage assets and non-advanced methods/technique in managing Municipal assets. The study provided some recommendations to the municipal on some actions to be taken to ensure that the public assets are efficiently and effectively managed for social and economic development of the nation. Some of the recommendations par forward are such as maintenance of register that is update, prepare assets management guidelines, training to the official involved in assets management and form a specific department that deals with assets management.
