dc.description.abstractGlobally, by enhancing the skills, knowledge and abilities of individuals, human resource development (HRD) serves in improving the productivity of people in their areas of work. While the Tanzanian government has made great efforts to recruit more teachers to accommodate the challenges posed by increased student enrolment in PEDP II, a few staff have had the opportunity for HRD. The aim of this study was to assess the HRD practices during and after PEDP II Implementation in Kinondoni Municipal council schools. Using embedded case study design on a sample size of 16 respondents, data collected were analysed and processed through qualitative content analysis. The findings revealed that HRD programs conducted at Kinondoni Municipal include curriculum development and implementation, school management, training in human resource management, information and communication technology and Management school finances. Likewise, 0.35% of teachers and 5.4% of administrators went for upgrading courses. The rate per category seems to be low due to the inadequate funds. Moreover, other challenges included absence of incentives and compensations as, in order to enhance teaching and learning, there is a need to provide special incentives and compensations for those teaching in poor working conditions or locations. The study highlights that there is a need to delegate to the school the authority and responsibility to develop relevant programs and school schedules to establish long-term professional development commitment. Finally, the study recommends that, there is need for more HRD programmes in order to promote HR in an attempt to enhance efficiency and effectiveness in the Tanzanian educational institutions. In addition, HRD programmes should focus on satisfying individuals’ needs such as career development and embrace need assessment in order to select proper personnel to undertake HRD programmes.en_US
