dc.description.abstractThis study set out to examine factors that hinder the effectiveness of training of public sector employees. Since through training employees acquire knowledge and skills required to improve work performance, it was of interest to find out the factors that hinder training effectiveness. In order to investigate the research problem, the study worked out a population sample drawn from employees working in Ministries, Departments and Agencies (MDAS). In each selected Ministry, Department and Agency, three categories of employees were sampled namely, Top-level-28 respondents, Middle level-31 respondents and lower level -32 respondents. The study employed simple random sampling and purposive sampling techniques to select respondents from the sample size among the selected Ministries, Departments and Agencies. The method used to collect information included questionnaire, interviews and documentary reviews. Data analysis involved content analysis where qualitative information was transformed into quantitative data. The qualitative data were tabulated and frequented. Then, respective percentages were calculated and tested for significance. Finally, the data were interpreted. Results indicated that the training of employees in the public service is affected by a number of factors that hinder training effectiveness. They include: Inadequate training funds; lack of time schedule, lack of transparency, lack of working tools, lack of training evaluation, lack of impact assessment and lack of communication regarding training programs. In view of these factors, employees in the public service have not been able to gain adequate capacity to deliver the expected quality service to the public.en_US
