Abstract
The management of Ngorongoro Conservation Area (NCA) have throughout the years completely failed to address one out of three components of the multiple land use philosophy, namely pastoral development. This has generally been blamed on the lack of approved management plans. On the contrary I will argue thai this is due to lack of commitment on behalf of the Ngorongoro Conservation area Authority (NCAA), as well as a poor management structure. I will furthermore argue that unless NCAA restructure its management and thoroughly commit itself to pastoral development and local participation, the preparation and even endorsement of yet another management plan will be useless as a tool for addressing the critical situation faced by the Maasai residing in NCA.
