Critical success and delay factors on government funded road projects in Tanzania: a case study of major road projects under TANROADS

Abstract
This research was aimed at assessing Critical Success and Delay Factors on Government Funded Road Projects in Tanzania. Road construction projects in TANZANIA expand road networks which contribute very much for increasing the country’s economy interms of social and economic development. In the year 2012, there were about 92 road projects under TANROADS which are funded by the Government of Tanzania to date. The aim of this study was to assess critical success and delay factors affecting implementations of projects. It can be seen that out of 30 projects selected for this research only 23% are completed with the planned completion time while 77% are completed beyond the planned time. The findings noted that, critical causes of road construction delay are mainly late payments of completed works, poor site management and supervision by the contractor, insufficient data collections and survey before design, inadequate planning and scheduling of contract by the contractor, inadequate team experience, disputes between various parties, slowness in decision making process by the clients, poor qualification of the contractor’s staff low productivity level of labors and Inadequate equipment used for works. In other hands, the top 10 success factors include but not limited to the following proper design, project manager capability and experience, proper project parties communications, proper budgeting including client ability to make timely decisions.
