Abstract
This study is based on the analysis of the factors affecting investing in human resource training and development in the public sector, with case of TANESCO head quarter and its branches in Dar es Salaam. The purpose of study was to investigate factors affecting investing in human resource training and development programs. The research formulated research questions which were used to guide the study. The research questions were used to gather the employees and human resource managers views regarding the factors affecting investing in human resource training and development programs. Questionnaires were distributed to 73 respondents, where by 64 (87.6%) questionnaire were completed and returned to researcher. The data was analyzed by using SPSS package through cross tabulation and the findings were tabulated and summary and percentages were obtained.The study revealed that there is less budget allocation in the area of human resource training and development in TANESCO. Less priority is given in budget allocation compare to other organization activities. It was revealed further that employees are in great need for training while management support was found not sufficient enough to support training. Also TNA used in TANESCO is not participatory to employees. Based on the findings it was recommended that public sector institutions should enhance the budget allocation on the area of human resource training and development by providing priority to the area. Managements and human resource practitioners should provide necessary support on training and developing the workforce and involve employees in all processes.
