Abstract
This study investigated project management challenges facing Human Immunodeficiency Virus-Acquired Immune Defeciency Syndrome (HIV-AIDS) and Home Based Care (HBC) programs in Bagamoyo. The study intended to explore management challenges on HIV/AIDS and HBC programs which are insufficiently managed hence resulting in inadequate realization of project goals and vision. The study employed qualitative and quantitative research approaches to assess management challenges facing HIV/AIDS and HBC programs. Qualitative and quantitative techniques were used for data collection. Primary data were obtained from the field in four selected clinics of Bagamoyo district and literatures were also used. The sampling design was random and sixty -five respondents were randomly selected and forty- five health care providers were interviewed among them were three Counselors, Medical doctors, Clinical officers and assistant nurses. Interview guidelines were used to capture the insight of the problem. The study found that most respondents were unaware of HBC strategies and objectives. On the other hand, most of the participants complained about the insufficient initiatives provided by the management to the program, and poor accessibility of the services. The findings revealed that there is still a lot to be done in care and treatment of the people living with HIV/AIDS, most especially when it comes to HBC services. The study recommends that capacity building of health care workers should be given priority as well as community involvement in order to manage the program effectively. The study concludes that HBC program management is still a big problem in Bagamoyo due to extreme lack of community involvement, inadequate identification and planning for immediate and future needs, lack of accountability and inadequate transparency in access to services among others, this implies that the management has not been much responsible in the fulfillment of the project’s strategic objectives.
