Abstract
University of Dar es salaam, 2014 in most African countries urban authorities are generally seen as incapable of dealing with the problems of rapid urbanization and one major area being failure to fulfil their duties is in Solid waste management. The Dar es salaam City Council acknowledges difficulty in provision of adequate solid waste management services hence adopted conventional approaches in forms of Public Private Partnerships which includes involvement of private contractors in the practice. This research assess the effectiveness of the Public Private partnership approach by considering the performance of private contractors involved in provision of solid waste management services in Kinondoni Municipality. Research methodologies used in the research includes in depth interviews, closed and open ended questionnaires, literature reviews and physical observations. The research found the involvement of formal and informal private contractors operating in different areas in Kinondoni Municipality playing different roles. The research also found Solid waste Management services provided by private in Kinondoni Municipality are more effective in high income areas than medium and how income areas due to different reasons one of the being poor response in paying service charges by medium and low income residents and others. Finally, it is recommended that solid waste management should be highly considered by both central Government and Local Government Authorities in their environmental management strategies by enabling private contractors in their services provision to the Country.
