An appraisal of physical education resource utilisation in primary schools in Tandale ward, Kinondoni district-Dar es Salaam

Abstract
Availability and adequacy of resources in an organisation is very important for achieving goals and objectives. The utilization of these resources is also very important. The purpose of this study was to appraise the extent to which physical education resources have been utilized in sports promotion in primary schools at Tandale ward in Kinondoni Municipality, Its availability and adequacy, and utilization. The major resources identified and researched into the human, financial, physical resources and time resources spent in physical education in primary schools located at Tandale Ward in Kinondoni district, the sample of the study comprised 116 subjects of which PE teachers were 36, heads of school were 4 and 76 observed pupils. The instrument for Data collection was questionnaire, observation, documentary review and interview. The findings indicated that only half of qualified PE teachers were actually teaching PE, Second is that PE teachers were given other responsibilities to teach other subjects than PE. Giving PE teachers multiple responsibilities could make them become in effective in teaching PE. In physical education resources utilization the findings indicated that, in all the surveyed schools there was lack of enough sport facilities, equipment’s and supplies ,Most of the schools had only one play ground, mostly the football pitch. However, the football grounds in the surveyed schools were not in good quality. Furthermore, the extent of availability of financial resources to support physical education programmes in Tandale ward primary schools, in order to capture this objective, Teachers and head of school were asked to indicate the sources and the amount of funds for PE program in their schools. The findings from interview with teachers indicated that rarely PE teachers received any funds to conduct PE programmes. This means that PE teachers hardly had financial Support for teaching PE. It was concluded that, there is scarce PE human resource in primary schools. This makes the teaching of PE not to be effective conducted. The available human resource for PE is not well utilized as they are mostly used in other responsibilities rather than teaching PE. Primary schools in Tandale ward experience acute shortage of physical resources, and they are in bad conditions. Consequently the teaching and learning of PE in Tandale ward is poor. It was recommended that, centralization of PE as an independent and examinable school subjects in the school curriculum more training of PE teachers. Moreover, need for Central and local government authorities to provide capitation grants direct to sports and PE in schools.
