The implementation of workers’ education policy : A case study of the Tanzania cigarette company

Abstract
The primary aim of this study is to examine the factors which affect the implementation of a policy. A social attention the implementation of policy, a case study of the Tanzania cigarette company. Theoretical issues have been raised in this study on factors which affect the implementation of policies. These factors have been divided into four main headings, the administrative factors, social factors, social- Economic factors and political factors. These factors have been used as a base for examining the implementation of workers’ education policy at the cigarette company. In order to obtain the necessary information for the study interviews were conducted on 467 employees which represent 49% of the total member of the employee. In addition informal interviews were also conducted to the employees and written documents have also been referred to. Data obtained from this study indicated that administrative factors, social factors and social – economic factors have affected the implementation of workers education at the Tanzania cigarette company. The influence of the political factors has been rejected. From the findings it is concluded that the influence of the social –economic factors is the most outstanding factor which affect the implementation of the workers’ education policy at the company. This is because workers’ education programmes in the company reflect its long established domination by a capitalist firm, The british American Tobacco company. The training programmes reflect the need for education under a capitalist firm, which concentrates on efficiency and maximisation of profits. Education opportunities are not distributed equally among the employees. In addition the employees attitude towards education reflect individualistic tendencies which are a typical feature of capitalist competition. Education is associated with material rewards to the individual. As such the policy of workers education in the company does not reflect the country’ aspiration for socialism and self- reliance. Under the country’ s policy one would expect more emphasis on service to the nation not the selfish material gains
