dc.description.abstractResources management in COBET programme was investigated so as to discover the extent to which the programmes perform is major role of providing basic education to all out of school children and youths. Specifically the study identified available resources, sources and how they were distributed. Then, the study investigated utilization of resources and performance of the COBET programme. Finally, the study examined challenges faced by COBET management in availability, allocation and utilization of resources. The study adopted qualitative approach which applied case study design. Data of the study were collected from Magu district through semi structured interviews, documentary review and observations techniques. The sample of forty respondents included two district education officials, four Ward Education Coordinators, heads of COBET centers, six facilitators and twenty four COBET learners and these were selected by using purposive sampling technique. The study findings revealed that, the available resources were books, fund, facilitators and education managers. The books were distributed randomly while human resources were distributed evenly. The main sources of resources were district council and the Ministry of Education and Vocation Training (MOEVT). Yet other sources were donors, NGOs and individual volunteers. The findings disclosed that, utilization of resources was ineffective which reflected poor resources management hence adversely affected COBET performance. The study concludes by recommending that the district councils and MOEVT should conduct training and seminars to COBET management team and allocate sufficient fund in the programme to improve resource management and COBET performance.en_US
