Worldwide, a conflict festers over access to productive natural resources and their harmonious use. This is the environment/ development challenge that the recent World Commission on Environment and Development highlights. Competition for
resources is, on one hand, as old as humankind. On the other, the conflict takes on heightened intensity in the late 20th century.
