Abstract
This is the study on the legal and institutional framework governing the policy and practice of employee recruitment and selection in the MoEVT in Tanzania. The study employed a case study strategy to generate useful information. The data was collected using documentary review, as well as questionnaire and interview implementation in the MoEVT, PSC and PSRS. The study findings revealed the legal provisions and procedures regarding recruitment and selection in Public Service. Unfortunately, most of the employees had scant knowledge on recruitment and selection legislations, making it difficult for them to either demand or enforce accountability. It was also revealed that employee resourcing in the Ministry was not anchored or informed by the Human Resource Planning database. Therefore, staffing was carried out haphazardly. Staffing in the MoEVT was regulated by the PSC. The Commission did not carry out sufficient inspection to ensure that the MoEVT complied with the requirements. The study further revealed that PSC and the newly established PSRS had conflicting roles and responsibilities. Moreover, their financial and human resource capacity undermined their efficiency and effectiveness. This study recommends the major amalgamation of the responsibilities of the PSC and the PSRS in order to streamline their staffing and recruitment responsibilities.
