Abstract

The economic crisis experienced by the pastoral residents within the NCA, as evidenced by the rapid deterioration of living standards and loss of food security, has caused national and international concern. In spite of the temporary alleviation from recurrent famine by the lifting of ban on cultivation, the crisis has reached such alarming proportions as to pose a threat to the physical survival of the pastoralists, and thereby the conservation values of the NCA. The Economic Recovery Programme is subsequently presented as an alternative to the prevailing down ward spiral of pastoral destitution.
