The purpose of this study was to examine the perceived social factors which were responsible for the transition from the National Vocational Training Division (NVTD) to Vocational Educational and Training Authority (VETA) as well as the effectiveness of the two vocational training system. Through the survey method, it was revealed that economic, political and social factors- both internal and external were instrumental for the transformation. Furthermore, it was revealed that the change from NVTD to VETA did not involve the participation of all stakeholders and that the implementation of CBET is perceived to be inefficient as the concerned stakeholders were not involved in its preparation nor in its implementation. Suggestions for future improvement of the Vocational Training system in the country are outlined and documented.en_US
