Abstract
The purpose of this study was to examine and assess the effectiveness of local government politicians in oversight of personnel management and performance in public secondary schools and their impact on improving performance of schools in Handeni and Mwanga Districts in Tanga and Kilimanjaro regions respectively. The study involved 60 respondents who were selected randomly, out of whom 10 were heads of schools, 30 ward councilors, 10 ward education coordinators, 10teachers who were members of the school board and 4 respondents who were purposively selected two were district secretaries of teachers’ services department, two district education officers as key informants.In order to achieve research’s objectives interview and documentary methods were applied in collecting information in order to come up with adequate and relevant findings. Interview guide questions and a checklist were applied as tools for data collection and data were analyzed qualitatively. The study has found out that local government politicians are very important to ensure effective personnel management and performance in public secondary schools but they are not competent and capable enough to handle their oversight role because of their low level of education, poor incentives, inadequate structural arrangements and the legal framework in managing public secondary schools. Based on research objectives and the conceptual model developed by the researcher, the study recommendsthat public secondary school providers or facilitators should be aware enough, perceive positively, acknowledge and recognize councilor’s oversight role. Ward councilors should be of enough level of education and be trained to get knowledge and skills on oversight mechanisms for personnel management and performance and empowered through reforming structural arrangements of public secondary schools and financial capacity to commensurate with their roles and to reform the legal framework and other pieces of legislation that guide LGAs on management and administration of personnel.
