dc.description.abstractThe Government of Tanzania launched the Public Service Reform Programme (PSRP) in 1998 with the stated objective to improve delivery of Public Services on a continuous and sustainable basis. The objective of this study was to assess the level of adoption and implementation of Performance management systems (PMS) in Public service organizations of Tanzania. The study was conducted in Dar es Salaam in the selected MDAs. The study involved 60 respondents from Ministries, Public Independent Departments, Executive Agencies and Local Government Authorities. The respondents involved junior, middle and senior officers. The respondents, through the semi structured questionnaire responded to the questionnaire. Analysis of gathered data was done by the use of Statistical Package for Social Sciences (SPSS) version 17. The findings review that many public organizations have installed performance management systems in their working places. However, it was noted that respondents from the Local Government Authorities asserted that performance management system has not been adopted in their work places. The study findings reveal that LGAs have failed to implement PMS due to number of factors. These factors include lack of funds from the central government, disagreement between the central government and local government, late access to important government guidelines and policies, lack of capacity members, lack of awareness and knowledge. In order to implement the Performance Management systems, this study has offered a number of recommendations.en_US
