Abstract

This study examine the effective Cash management in Local Government Authorities that fulfils its constitutional mandates for delivery of sustainable services, social and economic development and promoting safe and healthy environments. Cash are sensitive asset which need fully considered both strategically and operationally, in order to achieve policy objective and strategies. The study aimed to assess the efficiency in management of public current asset (Cash) in Kigoma district, Kasulu district and Kibondo district. The study was based on a review of the practical experience, academic papers and institutional literature. The main objectives of this study were to make assessment on whether the public assets (cash) are efficiently and effective managed in district councils. The study was conducted mainly by way of survey in which 60 questionnaires were distributed to various experts in the LGAs of which 45 usable responses were received and also research was carried through in-depth interview with district officials. Secondary data from various publications such as working papers, journals, reports and articles were also used in the study. The finding of the study indicate that generally district councils do not manage efficiently the public assets (cash).This was justified by the fact that the district councils do not prepare bank reconciliation on time, no qualified key skills to manage Cash and no advance methods/techniques in managing council current assets especially cash, there no surprise cash check, luck of financial management skill by staff and inadequate staff training in Local government Authorities The researcher recommends councils to: have internal control over cash, to provide regular training to their staff on financial management, to have few operational bank Account in the councils for easy management.
