Abstract
Amongst the great challenges in many organizations and public institutions in Tanzania is financial management and has continued to be a challenging problem over time. It is for that reason this study assess the financial resource management’s practices in public secondary schools. More specifically it identifies the components which guide financial resource management in public secondary schools in Tanzania, Stakeholders involvement in financial resource management and examines the role of the school heads in the financial management in secondary school. The study employed a qualitative research approach were by Kinondoni municipality was used as a case study. Sample of the study consisted of four public secondary schools in which 20 participant were involved. The schools and participants were selected through purposive and snowball sampling techniques. Participants included school heads, School board chairpersons, accountant and teachers from school management team. Data were collected through interview, focus group discussion and documentary review. The data collected was qualitatively analyzed through coding and categorization. Findings revealed that both the schools management and the schools boards had problem in the managements of financial resources. Nevertheless most administrators lack proper direction on how fund should be organized and managed. Schools are still unaware on the structures and roles of a school’s budget. The implementation and control of the budget and evaluation continued to be a challenging issue and make most of education programmes unsuccessful.The study had recommended the schools to increase and improve their financial management’s practices and also should improve their controlling practices in all areas. Lastly the study recommends the area for further studies which included the impacts of participation and budget practices using more schools and using other methods of data analysis other than the one used in this study.
