dc.description.abstractThe study analyzed the challenges that face Human Resources Development in Tanzania Local Government using a case of Kinondoni Municipal Council. The objective of this research was to find out challenges that face Human Resources Development in Tanzania Local Government. Adopting a case study research design in which it was triangulated by both secondary and primary sources of data. Primary data came from questionnaire and observation tools covering 40 Tanzania local government employees of the Kinondoni Municipal Council. These primary sources were complemented with relevant secondary documents from previous dissertations, journals, reports etc. Data was analysed using qualitative methods which was done interpretatively with the guide of research questions which was in the form of Likert Scale. The findings show that the notion of Human Resources Development is not well defined within the local government context; for instance; Kinondoni Municipal Council considers training policy as HRD policy without knowing that training is just one aspect within the general idea of Human Resources Development. However, the study shows that; the major human resource development challenges manifest into three dimensions as: policy, task/skill/organisation and performance motivation induced. The findings suggest that since Local government is faced with the problem of budget constraints, it should base on e-learning as one of the best method of improving the quality of its human resources. However, with the introduction of computer, local government should improve its way of providing services to the customers by using the modern way of computer technology. It is recommended that the HR highest positions should base on educational and professional background of the staff and not only the experience. Moreover, Political support is also needed in order to address the challenges facing human resource development in Tanzania Local Government. The researcher also recommends further research for this study be based on measuring the impact of HRD on the performance of Tanzania Local Government.en_US
