Abstract
The objective of the study was to assess implementation challenges and performance of the Public Procurement Act Number 7 of 2011 on procurement of Road Construction Projects. The research used mixed research approach comprising both exploratory research design and descriptive research design to study the nature of the research problem that required an in-depth investigation as well as to establish relationships among the research variables which in turn the methods minimized shortcomings of either approach. The research findings revealed that PPA of 2011 had less challenges compared to PPA of 2004; it performs better than its predecessor; existence of a weak negative relationship between implementation challenges and performance and a lack of significance difference of the same. Similarly, implications from results touch crucial public procurement areas such as policy, law, regulations and guidelines. Finally, the study recommended that the current Public Procurement Act Number 7 of 2011 should be reviewed so as to address the identified implementation challenges of PPA of 2011 and hence improve its performance.
