Abstract
The study was conducted to evaluate the implementation of the 2005 biology competence based curriculum for the certificate of secondary education in Tanzania. The specific objectives were firstly to determine if the concept of competence based curriculum is appropriately understood by teachers at the certificate of secondary education level. It was also seeking to investigate the teaching and learning strategies used in implementing the competence based biology curriculum. The study was conducted in 20 secondary schools randomly selected in Mtwara region where 20 biology teachers and 199 form three and four students responded to the questionnaire. Classroom observation of actual classroom teaching and learning was made to complement the questionnaire responses. The findings revealed 55% of the teachers did not understand the meaning of the concept of competence based curriculum. There was misconception of competences and objectives as 65% of the teachers thought that competences are the same as objectives. The findings also show that about 90% of the teachers have neither had pre-service nor in – service training about implementing competence based curriculum. With regard to teaching and learning strategies, both teachers (90%) and students (66%) agreed that the lecture method was dominant in the teaching and learning. The data also revealed that although all schools studied 2005 competence based curriculum teaching and learning environment in the schools was not appropriate for the implementation of competence based curriculum. For example 90% of the schools had no biology laboratory, textbooks and other reference materials while 60% of the schools had large number of students per class. The study recommended that the induction or seminar programs to be organised so that to equip teachers on their role in the competence based curriculum. It was also recommended that curriculum developers in this case TIE and Universities to include the course related to competence based curriculum so that the graduates from these institutions (teachers) receive prior knowledge on what actually they are going to deal with on completion of their course. It also recommended that TIE and Universities incorporate the course related to competence curriculum in their programs offered to student teachers so that graduate teachers get used to the concept before implementation in schools.
