Abstract
The research study was developed as a step forward towards the implementation of CSRP which later was expanded into PSRP from which the outcomes are presented. The study focused on the factors contributing to poor performance of executive agencies with sample agencies stationed in Dar es Salaam city. The study area was picked because of its accessibility to long established executive agencies with enough data to conduct a survey. The objectives of the study includes identifying factors contributing to poor performance of executive agencies. With reference to the following areas:- 1) Pay structure of sample agencies to see whether it commensurate with the current standard of living. 2) Educational status of employees, whether it contributes to poor performance of employees. 3) Agency service users' opinions about the general attitudes of agency employees, and 4) whether supervisory techniques contributes to poor performance of agency employees. The study targeted agency employees at every category, service users were also interviewed. However, the study revealed poor performance arising from various factors including lack of education, low salaries and poor supervision. It was recommended that agencies adopt BEM to alleviate the problem of poor performance.
