dc.description.abstractThe present study shows the role of employees’ performance appraisal in public work organizations. The existing problem is the poor management of employees’ performance appraisal in public work organizations in Tanzania. The goal was to look at the effectiveness of the instruments of employees’ performance appraisal in Kigoma Ujiji Municipal Council. It focused on the general acceptance of appraisal instruments; it also assessed the use of the instrument to make employee related decision the effectiveness of the instrument to evaluate different categories of employees, the participation of employees in formulating operation plans, and the factors which hinder the implementation of OPRAS. The instrument now used by the Tanzania government to evaluate the performance of its employees is form TFN 832 or OPRAS. Given the nature of the research problem, the case study method and qualitive approach were used in this study. The research was carried out in the Kigoma Municipal Council in Tanzania, and it drew its sample from the employees of the municipal council. The researcher used questionnaire and carried out documentary analysis as the means of obtaining data and elaborations from the respondents. In order to achieve its aim, self administered questionnaire were distributed to 80 respondents out of those respondents 72 returned their filled in questionnaire which is 90 per cent of the total respondents. In addition to that, qualitative data from semi structured interviews with one management employee and five non management employees was done.en_US
