dc.description.abstractThis study was carried out to determine the employees' perceptions of the performance management system in the public services. the Ministry of Health and Social welfare (MOH) as the case studyQuestionnaires and interview were used to collect data. The questionnaires were used to collect data from employees regarding their experiences on development and introductions of performance management system in the Ministry of Health. And interviews were conducted to solicit information regarding the employees; experiences on performance management appraisal.The result of the study revealed that there were many problems in the current generation of the performance management system in the Ministry of Health and Social Welfare. These include inadequate staff involvement in development and introduction of performance management system, lack of knowledge of the concept or process of performance management system among the staff, and lack of standards and absence of transparency in the whole process.The study concluded by recommending that: • The management of the MOH should train its employees on how PMS operates and what the system expects from them. • The management should establish ethical framework of the performance management system, in it among other things should articulate the proper conduct of appraisal.en_US
