dc.description.abstract | This study aimed at assessing the effectiveness of complementary basic education in reaching marginalized children, taking Songea district as the case study. The main contribution of this study is that it provides insight to the body of knowledge that COBET effectiveness is less satisfactory given the fact that the objective of reaching all marginalized children is not realized yet. Majority children are still unreached. The study used the multiple case study design to guide data collection and analysis. A total of 71 respondents were involved in the study. Systematic sampling was used to select COBET learners still in the programme in the four sampled centres. Purposive sampling was used to select head teachers, COBET centre facilitators, Ward Education Coordinators, and District Adult Education Officer. A snow balling technique assisted to get COBET graduates into the study. Data were collected through interview, FGDs, observation and documentary review. Data obtained were subjected to Content Analysis. It was found out that the enrollment of learners in Songea COBET centres was relatively low and kept falling for both boys and girls sharply from 2008 to date. It was found out that gender parity existed in COBET programme in the study area as boys’ enrollment exceeded that of girls. It was also found out that even though COBET was beneficial to learners in terms of basic skill enhancement, behaviour modification and mainstream to formal setting, the relative number of those who benefited with COBET services was very small compared to needy marginalized children in the community who were within COBET target group. It was further found out that COBET programme faced critical challenges that impinged it from reaching marginalized children in the study area. The challenges involved lack of honoraria for facilitators, inadequate teaching and learning materials, traditional beliefs and practices, child employing economic activities, distance from learners’ home to COBET centres, lack of infrastructure, non-enrollment into COBET centres and drop out. In this regard, the study concluded that COBET effectiveness was less satisfactory given that the objective of reaching all marginalized children was not realized yet. There were majority of marginalized children in hard to rich areas in the study area without access to basic education. The study recommends MoEVT, Songea district council in collaboration with village governments to build modern classes to attract more and improve the rate of stay of learners in COBET centres, Songea district council in collaboration with village government to enact and enforce locally based laws that decline bad practices which constrain girls in the study area to access basic education through COBET. The study recommends further that a similar study to be conducted in other districts to ascertain whether similar results are attainable, a study to track the academic progress of COBET learners mainstreamed in formal schooling to be conducted to determine how effective is COBET in laying a strong foundation for successful academic progress. Also a similar study could be conducted in privately owned programmes similar to COBET to ascertain whether similar findings could be obtainable. | en_US |
