dc.description.abstractThis study examines constraints facing Local Government Authorities (Councils) in Tanzania under multipartism. It focuses on the Inter-group relationship between councillors from CCM and UDP political parties in Bariadi District Council. Since multipartism is a recent phenomenon, it is assumed that certain trends have emerged which are worth studying because they either inhibit or enhance council's operations. It is within this context that this study assesses the divergent interests of councillors of UDP and CCM and how they reconcile and are accommodated in the Council's resolutions which presuppose to be non-partisan and impartial. In this study, traditional and modern approaches to conflict studies were used to explain the situation in Bariadi district council. The main empirical findings revealed the presence of inter - group conflict between CCM and UDP councillors which initially paralysed council's operations. The conflict emerged as a result of the differences between the two political parties concerning goals, power, prestige, values and beliefs. The findings thus confirmed the modern approach to conflict studies which advocates that conflict is an inevitable phenomenon in an organization. The findings further revealed that later on there was some improvement in the inter-group relationship of councillors. This led to the realization of an optimal level of conflict in the organization i.e. a situation where conflict ensures high performance. Finally, the study recommends that councillors set aside their party differences and put public interests as their main preoccupation in order to harmonize inter-group relationship of councillors that may promote effectiveness and efficiency in the council.en_US
