Prospects and challenges facing members of the Zanzibar house of representatives in the implementation of their roles through budgetary process

Abstract
One among the assumptions of the Separation of Power Theory is that democratic government should have three independent organs, namely the Legislature, the Executive and the Judiciary, in order to be accountable to her people. As the Legislature is one among the three organs, this study assessed the Prospects and Challenges facing the members of Zanzibar House of Representatives (ZHRs) in the implementation of their roles through budgetary process. The study sample included members of ZHRs, senior staff of the ZHRs, government officials and the ordinary people of different groups. Data collection methods used were in-depth interviews, questionnaire based interviews and documentary survey. The data were analysed using Statistical Package for Social Sciences (SPSS v.16). Both qualitative and quantitative research approaches were used. The results were further synthesized into simple tables and graphs. The research findings revealed that the ZHRs has played an important role in enabling its members to discharge their roles particularly the budgetary role. However, it was observed that ineffective implementation of the members in their budgetary role is due to lack of adequate power enshrined to them, members’ lack of basic academic qualifications to scrutinise the government budget, lack of experience of both members and the staff of the House, and above all resources available to the members and the House in general is a big constraint to oversee the effective implementation of the budget. Therefore, the study recommended for the governance reforms within the Zanzibar government to give the ZHRs its constitutional powers to be independent from the Executive branch of government and her budgetary autonomy for effective supervision of the government functions.
