Implementation of procurement plans in public institutions: the case study of national housing corporation

Abstract
Public sector reform is very important function in our today’s world where by every organization is cost conscious. The Tanzania government through its Ministry of Finance ensures that every Public and Private organization does its activities through the guidance of the Public Procurement Act. The study aimed at assessing the implementation of procurement plans in public institutions.The following objectives was studied: The study assessed how stakeholders involvement influence implementation of annual procurement plans. Also assessed how time delivery of allocated fund influence implementation of procurement plans finally assessed how top management commitment influence implementation of procurement plans. National Housing Corporation was the case study of the research. The relationship of the study was established through explanatory study. Primary data were collected through questionnaires and 46 staffs responded. ANOVA and Multiple regression analyses were used to test the research questions. The calculated Cronbach's coefficient alpha for the entire questionnaire provided an excellent reliability. The findings showed that the variables of stakeholders involvement, on time delivery of allocated fund and top management commitment have greater contribution to the implementation of the procurement planning. The institutions leaders should always make they follow up these variables in order to have better implementations of the procurement planning.
