dc.description.abstract | The purpose of the study was to investigate the effectiveness and efficiency in planning and budgeting process of local government in Tanzania, using the case study of Arusha Municipal Council. Specifically, the research focused at attaining the specific research objectives such as; to identify the key indicators of the local government’s effectiveness and efficiency in planning and budgeting process; to determine the success factors to effectiveness and efficiency in planning and budgeting process and to determine the challenges facing the local government authorities in implementing an effective and efficient planning and budgeting process. It was designed as a descriptive cross – sectional and conducted using a case study technique in exploring operations reality of the effectiveness and efficiency in planning and budgeting within the Arusha Municipal Council. Questionnaire was used as principle data collection technique whereby primary data was collected using questionnaires; and analyzed using a software package for social scientists (SPSS) by applying the descriptive statistics. Based on the findings, we conclude that there is limited effectiveness and efficiency in planning and budgeting process of local government authorities. Key indicators of the local government’s effectiveness and efficiency in planning and budgeting process were indicated; but also success factors to effectiveness and efficiency in planning and budgeting process were determined. Last but not least, challenges that were facing the local government authorities in implementing an effective and efficient planning and budgeting process were indicated. | en_US |
