This study assessed effectiveness of the Trade Unions’ Congress of Tanzania and the manner it executed its mandated functional responsibilities after implementation of the 2004 labour legislations. The assumption was that the Labor legislation reforms, which happened in the field of employee relations from 2004 to 2014 would improve the capacity of both, the trade unions and their federations. This is mainly because the previous legal framework guiding trade unionism provided very little autonomy, which constrained the federation from executing their functions effectively. The study used Trade Unions’ Congress of Tanzania (TUCTA) as the case study since it is the only registered federation of trade unions on mainland Tanzania. Qualitative and quantitative data were generated from interviews, questionnaires and documentary review. Quantitative data were analyzed using Statistical Package for Social Sciences (SPSS) software and qualitative data collected were subjected to content analysis. The study findings revealed that the federation has been generally ineffective in executing its functional responsibilities, including protection and promotion of the rights and interest of it members. The findings also revealed that legal reforms in the labour sector have positively influenced the effectiveness of the trade union federation in executing its mandate by giving TUCTA access to decision-making bodies and granting TUCTA more autonomy to execute its functions than it was the case before.en_US
