Abstract
This study examined challenges faced by community banks in their quest to provide financial services to small businesses in Tanzania. Questionnaires were circulated to 100 staff from the three selected CBs in Dar es Salaam, Njombe and Mufindi (DCB, NjoCoBa and MuCoBa). It reviewed how lack of adequate capital, liquidity problems, poor lending practices, ineffective monitoring, high operating cost and lack of qualified management and staff have affected the size and health of the Tanzania’s community banking sector and the quality and availability of banking products and services.
A simple theoretical framework was developed for analyzing how these challenges have affected the competitive viability of CBs in the provision of financial services to small businesses. Empirical evidence presented in this study is consistent with the model’s prediction that concentration of lending risk, constraints to accessibility of financial services, bank’s size of operations, regulatory and technological change has exposed CBs to intensified competition in the banking industry. The analysis of the data obtained was carried out by using Statistical Package for Social Science (SPSS) to show how these challenges affect the performance of CBs which is then linked with the efficiency and outreach of financial services that CBs provide. Therefore the tension between efficiency and increase of the outreach of financial services to small businesses in Tanzania with limited or i^> access to financial services depends on the community bank model applied.
