Abstract
This study examined the effect of involving primary stakeholders in developing successful public market projects in Tanzania. The study was conducted in Dar es Salaam Region and six public market projects were selected from Ilala, Kinondoni and Temeke Municipals. The study was guided by four research objectives that were; to ascertain the extent which involvement of primary stakeholders in site selection, planning and designing, resource mobilization and construction of the public market projects and managing the public market projects can influence development of successful public market projects in Tanzania. The study was informed by Stakeholder theory. The study used mixed research approach and the cross sectional study design was conducted to ascertain the prevalence of the outcome of interest in key stakeholders of the public market projects on developing successful public market projects through involving primary stakeholders. In qualitative approach, this study used purposive sampling technique in order to get an in-depth knowledge of the selected cases by using three (3) key informants while in quantitative approach, strata of primary stakeholders were formed and simple random approach was used to choose the respondents from the groups of customers and traders from the six public market projects studied from the three Municipals. The study used both descriptive and inferential statistics to analyse data. In inferential analysis, analysis of data was performed by using T-test one sample and multiple regression models with the help of SPSS software. The results of the study revealed that developing successful public market projects through involvement of primary stakeholders in site selection, planning and designing, resource mobilization and construction and management of the public markets have positive relationship and all variables exhibited to be statically significant on influencing development of successful public market projects in Tanzania. The study recommends to the government as the policy makers to formulate specific policy and regulations of engaging primary stakeholders in all stages of developing public market projects. Further, the government should conduct need assessment of the end users of the public market projects prior allocating and developing the public market projects. The government should encourage and motivate private development partners and other donors to team up with primary stakeholders in provision of basic infrastructures at the public market projects. Moreover, primary stakeholders should be vigilant to collaborate with the government when they are needed to provide their opinions that can be included in the decision making prior to development of public market projects and help to avoid conflicts between end users and the government.
