dc.description.abstractThe purpose of the study was to assess the effectiveness of training programmes in the public sector and the case study was Temeke Municipality Council. The study examined how the council go about to know the training needs of the employees, problem facing training programme in Temeke Municipality Council as well as the external to which education background provides challenge towards executing the training programme. Data was collected from 50 respondents in Temeke Municipality Council trough questionnaires and other sources of data were from documentary review. Purposive sampling technique was used in order to get respondents who have exposed to information concerning training programme such as heads of departments, and training offer. Data was analyzed qualitatively through content analysis with the aid of SPSS. Finding of the study show that the training programmed of TMC is not effective to the majority of employees due to the fact that 40 which is equal to 80 percent of the respondents agreed that there are problems in the existing training programmed and therefore leading us to presume that the training programme of Temeke Municipal Council is not Effective. This study recommended that TMC should make efforts to address the problem in order for the training programme to be effective to the organization by providing permission to those who were not given the permission and enhance communication from top to lower level concerning the issues of training the issue of training. This act of solving these problems will make the employees to be trustful to the organization and this will add value to the achievement of organization goals.en_US
