dc.description.abstractThis study investigated project financial management as part of project management with a special look on three areas; organization structure, information technology and accounts and payroll procedures and how effective and efficient do those areas were on good financial management. This study used case study strategy to collect and analyze data. Key findings included CIUP project having general meetings of every three months that generated violence and made new way forward for the betterment of the project, staffs operated as municipal staffs at the same time in the projects, project coordinator did not have financial management knowledge. As well, CIUP project lacked necessary knowledge of advanced IT, which was essential in that era and especially in project management. Furthermore, accounting and payroll procedures were perfectly done although manually and it was centralized to financial specialist at city level with little support from municipal accountants who did not involve himself directly with the project. Contribution of this study based on three areas; academically, it brings knowledge on how local government can improve project financial management by introducing matrix structure, training of staffs to have skilled and competent staff, introduction of information technology and improved accounting and payroll procedure to adopt new technology. To policy makers, the study will be supporting formulation of policies relating to improvement of project financial management within local government.en_US
