This study was specifically conducted following experiences on housing conditions as it was observed in the National Housing Corporation (NHC) housing units of Ubungo and Keko. The study was conducted before the former had undergone wider housing maintenance works in 2011. Conventionally, NHC was charged with provision of sound and habitable housing to urban low income earners. Using Louis Wirths theoretical conception on “Urbanism as a Way of Life,” the study explored the living experience on housing conditions since majority of her tenants in the period in question observed to have lived in deplorable housing conditions. Qualitative research approach through Focus Group Discussions, interviews, virtual impact and life history were used to explore lived experiences on NHC housing condition before Major renovations in 2011 at Ubungo and Keko from tenants’ points of view. Findings from this study revealed that there is a knowledge gap between policy statements in numerous national and international policies and conventions with the social reality related to human settlement specifically the NHC housing units of Ubungo and Keko. Admittedly, following resource constraints, the NHC management has, overtime, failed to undertake regular maintenance works, a pattern, which contributes to deplorable housing conditions. The study concludes that unless measures are taken on the way NHC manages her housings, there will be no need for its establishment or endeavors towards the accomplishment of the National Human Settlement Development Policy of 2002.en_US
